Certificates of competency for aspiring marine officers (cadets)

The seaman book and the certificate of competency for aspiring marine officer (cadet) may be obtained from the Romanian Naval Authority.

The documents required to obtain the seaman book and the certificate of competency for aspiring marine officer (cadet) are:
•    Certificate from the faculty secretary;
•    Certified copy of the mandatory IMO courses for cadet:
Basic training program for maritime safety
Ship security and specific security tasks on board ship
•    Medical and psychological certificate for cadet rank;
•    Certified copy of the identity card;
•    4 photos 4/3 (suit/tie).

Examination for maritime officers licenses (maritime officers’ certificates of competency)

The candidates for maritime officer license’s examination (all specializations) will submit their enrollment folder to the Romanian Naval Authority. The folder must contain the following documents:
•    Certified copy of the identity card;
•    License certificate/ certified copy of the diploma;
•    Certified copy for the certificate of competency of cadet;
•    Medical and psychological certificate for the maritime officer rank requested;
•    Training record book vised by CMU;
•    Certificate for practical assessment of the simulator

The sea service period required for the examination, valid until 31 December 2016 is:

Marine deck officer for ships with a gross tonnage greater than 500 tones:

a). to have a sea service period of minimum 12 months which includes on-board training, according to the requirements of section A-II /1 of the STCW Code, training that is confirmed by a training record book, where it is registered the embarkation periods, vised at the board ship or by the crewing agency or to have an embarkation period of minimum 36 months of which at least 12 months in the last 5 years.  The practice training may be done on the aspiring marine deck officer rank, maritime helmsman, maritime boatswain, ordinary seamen ranks;   b). have performed, during seagoing service on board, watchkeeping duties on the navigation bridge under the supervision of the master or a qualified officer for a period of minimum 6 months.

Marine engineer officer for ships with a main engine propulsion power of 750 kW or higher:

a). to have a sea service period of minimum 6 months which includes on-board training, according to the requirements of section A-III /1 of the STCW Code, training that is confirmed by a training record book, where it is registered the embarkation periods, vised at the board ship or by the crewing agency. The practice training may be done on the aspiring marine engineer officer rank, motorman, pumpman, fitter;
b). have performed, during seagoing service on board, watchkeeping duties in the machinery compartment,  under the supervision of chief engineer or a qualified officer for a period of minimum 3 months.

Marine electrician officer for ships with main engine propulsion power of 750 kW or higher:

a). to have a sea service period of minimum 6 months in the past five years, which includes on-board training,  that it is confirmed by a training record book, where it is registered the embarkation periods, vised at the board ship or by the crewing agency. The practice training may be done on the aspiring marine electrician rank, ship electrician. The seagoing service can be performed also on the ships under repair for a period not exceeding three months from the 6.
